Durbin Amendment Effects the SHDR Benefits Access Card

The Durbin Amendment requires all electronic payment cards to route transactions on two or more “non-affiliated” networks by April 1, 2013. SHDR Benefits Access Card users will have the option to pay using a personal ID number (PIN) or use the current signature process.
